MBI Excellence and Proficiency Awards 2025: Honouring Service, Discipline and Dedication in Ipoh
The Ipoh City Council (Majlis Bandaraya Ipoh, MBI) hosted the Excellence and Proficiency Awards Presentation Ceremony 2025 on 25th June 2026 at the Ipoh Convention Centre.
The event brought together hundreds of officers and staff in a moment of recognition, celebrating not only achievements in service delivery, but also the values of discipline, professionalism and integrity that underpin effective public administration.

Together, these awards reflect a broader definition of excellence; one that values not only output, but also character, consistency and professionalism in daily service.
The ceremony was officiated by YB Dato Ahmad Suaidi bin Abdul Rahim, Perak State Secretary, whose attendance emphasised the importance of public service excellence at both state and local government levels.
Ipoh City Mayor YBhg. Tuan Zamakhshari bin Hanipah, also delivered a keynote address that highlighted MBI’s direction towards merit-based advancement, service reform and organisational excellence.

Excellence Built on Merit
A key theme of the ceremony was the shift towards a performance-based culture within public service.
The Mayor emphasised that while experience and length of service are respected, they should not be the sole determinants of career progression.
He said, “Advancement must be based on merit, not seniority alone. Performance, integrity, competence and the ability to solve problems are what truly matter.”
This reflects MBI’s ongoing efforts to foster a modern, accountable and results-oriented workforce.
Serving with Purpose and Responsibility
The Mayor also highlighted the importance of ensuring that public service goes beyond task completion to deliver meaningful impact to the community.
Efficiency, it was noted, must be matched with effectiveness, ensuring that services genuinely address public needs and improve quality of life.
“It is not enough to do things correctly. We must ensure we are doing the right things that matter to the people of Ipoh.”
From infrastructure maintenance to customer service delivery, every function within the council contributes to public trust and urban wellbeing.
Ipoh’s Growing Role as a Heritage and Tourism City
Perak State Secretary, YB Dato Ahmad Suaidi, highlighted Ipoh’s continued rise as a vibrant destination for heritage tourism, culture and investment.

With its unique blend of history, culinary appeal and cultural identity, Ipoh has strengthened its position as one of Malaysia’s most attractive cities for visitors and investors alike.
The expansion of tourism-related developments, including hospitality and local enterprises, reflects growing confidence in the city’s long-term potential.
Tourism was also emphasised as a key driver of economic resilience, supporting local businesses and creating employment opportunities across multiple sectors.

Smart City Development and Digital Transformation
MBI’s progress in digitalisation and smart city initiatives under the Perak Sejahtera 2030 agenda was also highlighted.
Since 2019, the Ipoh City Council has introduced various innovations aimed at improving service efficiency and accessibility.
However, leaders stressed that the true value of a smart city lies not in technology itself, but in how it improves the daily experiences of residents.
Digital transformation must therefore translate into faster services, improved responsiveness and more convenient access for the public.

Strengthening Core Municipal Services
While innovation remains important, YB Dato Ahmad Suaidi emphasised the need to remain grounded in the fundamentals of local governance.
Core responsibilities such as cleanliness, waste management, drainage maintenance, public infrastructure and community wellbeing remain central to public expectations.
These essential services form the foundation of trust between the council and the community and must continue to be delivered consistently and effectively.

Encouraging a Culture of Continuous Excellence
The awards ceremony served as a reminder that excellence should not be confined to assessment periods or award events, but embedded in the daily working culture.
Award recipients were encouraged to view their recognition as motivation to continue improving and taking on greater responsibility.
At the same time, those who were not selected this year were reminded that opportunities for recognition remain open to all who continue to develop their skills and commitment.
